Alice Zua Nunes

Alice Zua Nunes has a degree in Geography and a Masters in Rural Development from Eduardo Mondlane University (UEM). She has over 12 years of experience in work related to GIS, mapping and remote sensing. In addition to her experience in remote sensing, Alice has also carried out surveys and socio-economic work over the last 5 years. She has worked as a GIS consultant in the position of specialist and database manager in 3 companies. For over 10 years she has been teaching the disciplines of Spatial Analysis and Remote Sensing in the Department of Geography, UEM.

Alima Ibraimo

Alima Ibraimo is a Junior Environmental Consultant and Biologist with a degree in Ecology and Conservation of Terrestrial Biodiversity from Eduardo Mondlane University. She joined the Impacto team in 2021, integrating multidisciplinary teams in the preparation of environmental studies, and participating in monitoring the implementation of environmental management plans as an Environmental Site Officer.

Arcanjo Murrube

Arcanjo Murrube  is a consultant with a degree in Marine, Aquatic and Coastal Ecology from Eduardo Mondlane University (UEM). He has participated as an ecologist in several consultancy assignments in different regions of the country, having thus acquired significant knowledge about the Coastal Flora and Fauna of Mozambique. In 2020 he worked as an environmental technician in the TOTAL Project for the LNG plant in the Afungi Peninsula, Palma District, Northern Mozambique, where he performed several functions, including ensuring the correct implementation of the Environmental Management Plans and Programs designed in the EIA of the LNG project, environmental inspections, ecological baseline studies, ecological sampling, and environmental training.

Carlota Quilambo

Carlota Quilambo is a senior consultant with a Master’s degree in Botanical Sciences. over 20 years’ experience in EIA and related studies. Throughout over 20 years she has acquired a solid knowledge of EIA and Mozambique’s environmental legislation, as well as international best practices applicable to a variety of projects. She frequently works as Project Manager/Team Leader on a number of complex projects. Her experience includes Project Management, identifying and assessing environmental impacts, preparing Environmental Management Plans, conducting Environmental Audits as well as coordinating and facilitating Public Consultation/Community Engagement processes at the provincial, district and community level.

Felicidade Munguambe Salgado


Felicidade Munguambe Salgado, is the Marketing and Institutional Relations Director and specialist in Public Consultation. She coordinated and carried out more than 50 Public Consultation processes within the scope of the Environmental Impact Assessment of Category A projects, in the areas of oil and gas, mines, dams and power transmission lines, among others. For over 10 years she has been carrying out the company’s corporate activities, including managing institutional relationships. Before joining IMPACTO she served as National Director of Environmental Impact Assessment at the then Ministry for Coordination of Environmental Affairs. Within the framework of the then MICOA, she participated in the drafting of the environmental legislation currently in force in Mozambique.

Herberto Nhampanze

Herberto Nhampanze has been a project consultant and manager since 2003. He has broad experience in working with rural communities, acquired during the implementation of EIAs of large development projects, by acting as Environmental Site Officer. He has experience in implementation of environmental and social management plans in line with both national laws and regulations, and the World Bank safeguard policies. The consultant has been working in the environmental, health & safety field and has gained experience in matters related to health & safety management, according to best international practices, including IFC requirements, World Bank and Equator Principles. Moreover, the consultant has wide experience in conducting Environmental Audits, and participated in several audits around the country.

John Hatton

John Hatton is one of the founders of IMPACTO and is Executive Director of the company. He is a Senior Consultant with more than 30 years of experience in carrying out ESIAs in Mozambique, Angola and Nicaragua. John Hatton has worked as Project Manager, Senior Environmental Consultant and Quality Control Specialist for a wide variety of ESIAs in compliance with national legislation and international (World Bank and IFC) standards.

He has carried out ESIAs for a wide variety of sectors including the oil and gas industry, agriculture, tourism, mining & minerals, hydroelectric projects, transmission lines, ports and roads. Through this experience he has accumulated knowledge of ESIAs, impact evaluation, identification of mitigating measures and the preparation of Environmental Management Plans

José João Jerónimo

José João Jerónimo has a degree in Agricultural Engineering (Rural Engineering option), having accumulated extensive experience in rural development projects, during approximately 22 years of work as an agronomist. As a consultant, Mr. Jerónimo has carried out research and Environmental Impact Studies on several projects across the country, having accumulated vast experience of the country’s ecology and socio-economy. The consultant is very familiar with the new Mozambican environmental legislation and has extensive experience in preparing Environmental Impact Studies, Environmental Management Plans, Public Consultation Processes and Land Use Planning, mainly for aquaculture, agricultural, construction and rehabilitation projects. roads, power transmission lines and power plants.

Joyce Maguivanhane

Joyce Maguivanhane is an environmental consultant who has undergone full frequency course of Environmental Engineering and disaster management from the Technical University – Mozambique and she has been working in IMPACTO since 2007. She has extensive practical experience as a GIS technician and environmental consultant, with an excellent understanding of data collection and analysis, spatial analysis, cadastral mapping, and decision support systems such as GIS and remote sensing. She is proficient in the preparation of environmental studies, environmental management plans, and resettlement action plans under the Environmental Licensing of Development Projects in Mozambique, with wide knowledge of national legal frameworks and international standards on environmental impact assessment and resettlement. Moreover, she has strong remote area projects management skills and is excellent in coordinating and supervising field teams and collaborating with various stakeholders.

Lourenço Covane

Lourenco Covane has a degree in Environmental Management, Planning and Community Development. The Consultant has been part of IMPACTO’s team of consultants since 1996, where he acquired extensive experience in Geographic Information Systems (GIS) in Environmental Impact Studies, Environmental Management Plans, Environmental Auditing, ecological studies and ecological risk assessment. Lourenço Covane has been involved in a variety of projects, having acquired extensive experience in designing and managing cartographic databases. At the same time, he acquired a profound knowledge of legislation and the environmental licensing process in Mozambique. His functions at IMPACTO include, among others, Spatial Analysis, 3D Analysis, as well as the identification of sensitive environmental characteristics in areas proposed for the implementation of projects, based on the interpretation of satellite images and aerial photographs and the use of geographic positioning (GPS) for the production of thematic maps. This work is often carried out in connection with Environmental Impact Assessment processes (i.e. environmental licensing, renewal of Environmental Management Plans / renewal of environmental licenses).

Luciana Santos

Luciana Santos is the Technical Director at IMPACTO since 2017, coordinating IMPACTO’s team of consultants and all projects, and ensuring that the quality of work produced exceeds our clients’ expectations. At the same time, with a master’s degree in environmental management and audits, he has more than 15 years of experience, continuing to participate in environmental and social impact studies, as well as environmental compliance audits. Over these years of experience, he has worked with several public and private sector clients in Mozambique and managed several projects in accordance with Mozambican standards and international standards (World Bank, IFC, European Union, Equator, AFDB among others).

Mia Couto

Mia Couto is one of the founders of IMPACTO and has been the appointed as Administrator since 2018. He has over 22 years of experience as an environmental consultant. He has coordinated more than 100 environmental impact studies for a broad range of development projects in key sectors, including oil and gas, mining, energy, tourism and transport.
As well as being a biologist, Mia Couto is a writer of international renown and has won various literary awards in Mozambique and abroad.

Naíca Costa

Naíca Costa holds a Bachelor’s Degree in Environmental Science and Ecology and an Honours degree in Physical Geography from the University of Cape Town. With over 10 years of experience in environmental studies, including Environmental Impact Studies, Environmental Management Plans, Stakeholder Engagement Processes, Project Management and Geographic Information Systems (GIS), she acquired knowledge of environmental legislation in Mozambique and international standards. In her capacity as a GIS consultant, in addition to her participation in environmental studies, she has experience in land registration and administration, census processes and asset surveys and requirements for the creation and management of databases relating to resettlement processes.

Sandra Fernandes

Sandra Fernandes is a consultant in the area of Public Participation, with more than 20 years’ experience in public participation processes for various projects of hydrocarbon prospecting, mining, power transmission lines, dams, roads, bridges and other, thus acquiring extensive experience in organizing various public consultation meetings, institutional consultation and community engagement at national level. She has full knowledge of the legal and institutional framework within the public participation process and international standards for good public participation practices. She is currently the Public Consultation Coordinator.

Simoni Pires

Simoni Pires has a degree in Ecology and Conservation of Terrestrial Biodiversity, from Eduardo Mondlane University. She is a consultant with experience in carrying out environmental and biodiversity surveys, whose studies throughout the country have provided the acquisition of knowledge on various ecological concepts, from species to terrestrial, coastal and marine habitats. She also has experience in different areas of Environmental Management and Assessment, as well as knowledge of the recent concept in Mozambique regarding Biodiversity Offsets and mitigation hierarchy..

Uke Overvest

Uke Overvest is a Senior Consultant with more than 25 years of experience in Environmental Impact Assessment (EIA), Environmental Management Plans (EMP), Environmental Auditing and Monitoring, Environmental Management Systems, Emergency Plans, Waste Management Plans, formulation of Environmental Policies, Environmental Legislation and Project Management. She has a first degree in biological sciences and a master’s degree in environmental Assessment and Management from Oxford Brookes University in the UK, along with other certificates, such as environmental auditing.

Victor Hugo Nicolau

Vitor Hugo Nicolau is a Senior Consultant at IMPACTO since 2008. He is a socio-economist and anthropologist with a doctorate in African Studies – Political Anthropology from the University of Lisbon. He has 15 years of experience working as a Project Manager in social impact assessment, anthropological studies related to development projects and resettlement planning in Mozambique.

Yarina Martins

Yarina Martins has a Degree in Sociology by the Eduardo Mondlane University (UEM) and more than 10 years of experience in Social and Resettlement, complemented by professional trainings in project management, resettlement and social sustainability and Occupational risk and health impacts assessment. In the Social Area, her portfolio includes a variety of areas of study and covers all aspects related to gender-based violence (GBV). She a strong domain of all components of community liaison and engagement and coordination with different stakeholders. As a Resettlement Expert, has experience on planning, coordination, and implementation of resettlement processes, with integral understanding of national legislation and international standards such as the IFC, World Bank, ADB, among others. Added to her experience are more recent Audit work, focusing on the social and GBV components.

Yolanda Simango

Yolanda Simango is a Marine Biologist with a postgraduate degree in Management of Sustainable Development Projects (ISG Mozambique). She has solid knowledge and experience in simplified environmental studies, environmental management plans and resettlement and compensation plans, within the scope of the Environmental Licensing of Development Projects in Mozambique. Additionally, Yolanda has good knowledge in national legal framework and international best practices for environmental impact assessment and resettlement and compensation process. Her duties at Impacto include assistance and project management, data collection for socioeconomic and biophysical components of studies, fieldwork teams’ coordination and supervision, community liaison and engagement with government authorities and different types of stakeholders.
