Environmental Compliance Audit of the Temane Transmission Project (TTP) – Construction of a Transmission Line between Vilankulo and Maputo

The Project refers to the construction of the substations of Maputo, Matalane, Vilankulo, and Chibuto and the transmission line across 13 districts of Inhambane, Gaza and Maputo Provinces, as well as resettlement areas.
The Lender Group required the borrower/client to undertake independent environmental and social compliance audits, to identify past or present concerns related to environmental impacts and involuntary resettlement, to the Environmental and Social Management Plan (ESMP), Resettlement Action Plan (RAP), and Construction Environmental and Social Management Plan (CESMP).
IMPACTO was contracted by Sociedade Nacional de Transporte de Energia (STE) as Lenders Environmental and Social Consultant (LESC) to conduct environmental and social compliance audits. The services included a six-monthly assessment of the level of compliance of the different components of the TTP project with the applicable environmental and social requirements from 2022 to 2025.
IMPACTO conducted audits for the Lender Group (including the World Bank) and for the Mozambican environmental authority. It involved site visits to substations, transmission line, resettlement villages and accommodation camps, interviews, document review, report writing, as well as the preparation of Corrective Action Plans for the non-compliances.
Typically, IMPACTO had two teams of 2-3 auditors each conducting the audits and looking at compliance of environmental, social and health and safety requirements by different Contractors (CET for the Substations, KEC for the transmission line, and Conduril and Sinohydro for the resettlement houses), as well as two Owners Engineers (Intec and Tritia) and STE, in terms of implementation of a Stakeholder Engagement Plan (SEP), Gender Based Violence (GBV) Action Plan, Resettlement Action Plan (RAP) and Grievance Redress Mechanism (GRM).
